Revising two key circulars in Customs

Circular 38/2015/ TT-BTC and Circular 39/2018/TT-BTC which have great impacts on the business community are being studied, amended and supplemented by the General Department of Vietnam Customs in line with the practical situation to facilitate the business community and improve the efficiency of State management of customs.

On September 11, at the headquarters of Hai Phong Customs Department, the General Department of Vietnam Customs held a seminar to review the contents of the Circular amending and supplementing Circular 38 and Circular 39. The seminar runs until the end of September 13.

This seminar was attended by representatives of departments of the General Department of Vietnam Customs and local customs departments from Ha Tinh province to the north.

At the opening ceremony, Acting Director of Customs Control and Supervision Department (under the General Department of Vietnam Customs) Au Anh Tuan said the development of the circular amending and supplementing Circular 38 and Circular 39 to submit to the Ministry of Finance aims to remove problems and obstacles in implementing Circular 38 and Circular 39 and to be consistent with new regulations in legal documents. The most important goal is to facilitate the business community and improve the efficiency of State management of customs.

“To build a new circular, the General Department of Vietnam Customs has held meetings to collect comments of the business community and industry associations such as Textile Association, Leather and Footwear Association, Steel Association, thereby the new content will be issued in accordance with the actual situation,” Tuan said.

The General Department of Vietnam Customs has also organised many seminars and meetings to collect comments from its departments and local customs departments.

This seminar held at Hai Phong Customs Department will focus discussion on three key content groups including: Customs procedures in general; content related to automated customs supervision at warehouses, yards, ports, centralised goods inspection sites (implementation of the VASSCM System); Content related to the tax and tax administration.

The representative of the Customs Control and Supervision Department, which is in charge of drafting the circular, said that to ensure the content of the revised circular is consistent with other content, solves problems arising during the implementation of Circular 38 and Circular 39 and updates new management methods in line with the international trade trends, the General Department of Vietnam Customs proposes the key issue groups be amended and supplemented as follows: Issues on customs procedures; problems related to management of processed goods, export production, export processing enterprises; issues related to supervising export and import goods brought into and out of ports, warehouses, yards and sites; issues related to management of warehouses, yards, and centralised inspection sites.
