
The National Single Window Mechanism (NSWM) was officially launched and connected to the ASEAN Single Window Mechanism (ASWM) at a ceremony held in Hanoi on September 8.
Prime Minister Nguyen Tan Dung launched the system at the ceremony amongst the presence of Deputy PM Vu Van Ninh, Head of the National Steering Committee for ASEAN and National Single Window Mechanism (CSWM), Deputy PM and Foreign Minister Pham Binh Minh, ASEAN Secretary General Le Luong Minh and representatives from ministries,embassiesand international organisations based in Hanoi.
Addressing the ceremony, Deputy PM Ninh noted that the launching is a turning point in administrative reform towards an e-government, saying that boosting administrative reforms, improving the business environment and enhancing national competitiveness are strategic tasks in restructuring the economy in line with an improved growth model and raised productivity, quality and effectiveness.
The NSWM and ASWM are significant solutions to simplifying administrative procedures in accordance with international practices and standards; boost trade, tourism andinvestment; andaffirmVietnam’s determination in realising the ASEAN Economic Community (AEC) by the end of the year, Ninh added.
He praised the CSWM’s efforts in putting the system into operation and stressed that the launching of the NSWM and connection to the NSWM with the ASWM of Singapore,Indonesia, Malaysia and Thailand is a significant breakthrough and good news for local and internationalbusiness communities, organisations and individuals.
The Government official re-affirmed Vietnam’s resolution in administrative reform and requested relevant agencies and ministries to enhance collaboration in order to fully integrate the national system with the regional system by the end of the year.
To establish the AEC, one of the ASEAN Community’s three key pillars, ASEAN member countries have taken several measures, including setting up and implementing the ASWM tofacilitatetrade and turning the bloc into acommon market.
The Vietnamese Government has considered the establishment and successful implementation of the NSWM and the ASWM as a key task in international integration and taken drastic measures to realise the mechanisms.
According to the CSWM, the NSWM has been implemented in three phases, connecting nine ministries to the system. By August 27, a total of 1,936 businesses conducted declaration procedures using the system and numerous customs procedures are scheduled to be linked to the system by the end of the year.
So far, Brunei,Indonesia, Malaysia, the Philippines, Singapore, Thailand and Vietnam have announced they will implement their NSWM as committed whileIndonesia, Malaysia, Singapore, Thailand and Vietnam have announced to be ready for ASWM connection in December.
