More than 1,700 enterprises sign a cooperation agreement with Hai Phong Customs

According to the Hai Phong Customs Department, till now, more than 1,700 enterprises carrying out procedures in Hai Phong signed the Memorandum of Understanding on Enhancing the Customs-Business Partnership.

Speaking at the seminar on "Customs-Enterprises: Connection- Sharing -Companion" organized by the General Department of Vietnam Customs on 21 June 2018, Director General of Vietnam Customs, Mr. Nguyen Van Can assessed that the signing cooperation agreement between enterprises and Hai Phong Customs was one of concrete actions showing the cooperation of the Customs office with the business community.

According to the Memorandum of Understanding signed between enterprises and Hai Phong Customs, there are 10 specific commitments between the two parties.

In particular, Hai Phong Customs has 5 specific commitments including: website address, posting policy documents to enterprises to update; having a competent team to solve problems and policies at two levels: the departmental level and the Customs Branch level; receiving information, promptly inspecting and handling all acts causing trouble, harassment for enterprises; organizing the training of cadres and staff who carry out Customs procedures for enterprises when they have a demand to apply; and assisting enterprises in proposing prompt handling of irregular mechanisms and policies with competent authorities.

5 commitments of the enterprises included:

Firstly, updating and studying the above internal management regulations of Customs to help Hai Phong Customs Department supervise the performance of civil servants in the process of completing procedures and. In the process of dealing with problems, there will be no collusion with cadres and civil servants if they commit acts of harassment. Timely informing and reflecting negative behaviors of the Customs officers with the specific responsibility contents: Name of unit, name of officer, act of causing trouble and negativeness.

Secondly, arranging staff who have a good understanding of Customs to carry out procedures.

Thirdly, any problems arising in the course of Customs procedures shall be reported directly to the Head of Customs Branch of border gates.

Fourthly, the obstacles which are not timely and satisfactorily resolved by the Heads of the Customs Branches should be immediately informed to the leaders of the Hai Phong Customs Department.

Fifthly, before proceeding, if there are still unclear issues, they need consult and help other enterprises related problems of Hai Phong Customs Department (Departmental level and Custosm Branch level).

Earlier, on 7 May 2018, at the conference "Solutions to Enhance the Customs-Business Partnership in 2018" organized by Hai Phong Customs Department, the unit signed a Memorandum of Understanding with some large enterprises.

The Hai Phong Customs Department then continued to transfer the Memorandum of Understanding to businesses that regularly carry out procedures at the unit and requested them to sign the agreement to enhance the cooperation between the two parties in accordance with the policy of developing the Customs-Business Partnership.
