
With careful preparation, the Transport sector is ready to implement 52 administrative procedures under the National Single Window (NSW) from July. It is expected that the Ministry of Transport would complete 100% of plan and provide the administrative procedures for the NSW by November this year.
Careful preparation
Over the past time, the Ministry of Transport reviewed their list of administrative procedures for cutting and simplifying the NSW and ASEAN Single Window systems and prepared their plan. Accordingly, within the period 2018-2020, the Ministry of Transport plans to provide 75 administrative procedures to the NSW (cutting 14 procedures compared to Decision No. 2185/QD-TTg dated 14/11/2016 of the Prime Minister approving the overall plan for NSW and the ASEAN Single Window implementation in the period 2016-2020. Specifically, there are 6 procedures in the maritime field, 65 procedures for road, and 4 procedures for inland waterway.
Discussing with the Customs News reporter, Mr. Le Thanh Tung, Deputy Director of the Information Technology Center (the Ministry of Transport) said that the Ministry of Transport had a careful preparation process with clear division of tasks for each field to achieve good results, provide timely the administrative procedures under the NSW on schedule. Specifically, in the maritime and inland waterways sectors, the scope of work was to upgrade the software for 5 administrative procedures in maritime, which were piloted in 9/25 Port Authorities in the period of 2014-2018, and set up new software to provide 8 administrative procedures in the period of 2018-2020 (maritime: 6 procedures, inland waterway: 2 procedures).
"Up to now, we can confirm the progress of work meets fully the requirements to put the procedures into the NSW from July 1st. It is worth noting that all these procedures will be carried out simultaneously and are not piloted in some areas partly by enterprises as before,” Mr. Tung said.
The second major task is to build the IT system in the NSW for 67/75 of the administrative procedures (after being reviewed) in accordance with Decision No. 2185/QD-TTg (including 65 procedures in the road field, and 2 procedures in the inland waterway sector), Mr. Tung added: In the past time, the Information Technology Center had coordinated with the General Department of Vietnamese Roads and the General Department of Customs to complete many tasks such as: Set up a set of professional processes for handling the administrative procedures in the NSW for the road field; a set of information indicators and standards for data exchange; To complete the signing of 44/65 procedures of international road transport groups: Vietnam - Laos, Vietnam - Cambodia and Vietnam - China.
"In the immediate future, from July 1st, 44/65 road procedures will be put into operation under the NSW. As planned, scattered from August 1st to November 1st, all remaining procedures will be operated under the NSW. Unlike the simultaneous implementation in the maritime sector, for the road field, the international road transport procedures for Vietnam - Laos, Vietnam - Cambodia will be piloted in the units: the General Department of Vietnamese Roads; the Transportation Department of provinces/cities: Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang. The procedure group of international road transport Vietnam-China will be piloted in the following units: the General Department of Vietnamese Roads; the Transportation Department of provinces/cities: Ha Giang, Lao Cai, Lai Chau, Lang Son, Cao Bang, Quang Ninh. If the pilot results are positive, the procedures will be implemented simultaneously in 63 Transportation Departments nationwide and at the General Department of Vietnamese Roads; from August 1st, or no later than September 1st,” Mr. Tung added
Feasible expectation
Speaking about the preparation process of 52 administrative procedures under the NSW from July 1st, Mr. Tung assessed: Because the list of procedures was large, the workload was also quite large. However, thanks to the coordination of a professional process, the establishment had been accelerated, the stages were not urgent. In this project, most of the information technology infrastructure was re-utilized from the previous equipped infrastructure.
“During the implementation of NSW, the MOT requested the Vietnam Maritime Department to upgrade the information technology, equip the computers and printers to solve the administrative procedures. In the field of inland waterways, the administrative procedures in the NSW are only implemented in some locations, so that there is no big problem. In the road field, the procedures of the General Department of Roads and the Transport Departments including the Departments in remote areas have basically met the requirements”, said Tung.
With a series of administrative procedures developed by NSW simultaneously, the Ministry of Transport is expected to bring the practical benefits to the enterprises as well as the State management agencies, to overcome the shortcomings in the pilot implementation of administrative procedures under the NSW. For example, when maritime administrative procedures were piloted under the NSW, Mr. Tung said: "Some vessels are deployed through the electronic procedures in some port authorities, but in other port authorities, they are deployed in paper procedures. In addition, in the pilot implementation of NSW for a number of procedure groups, the State management agencies could not manage the whole journey from the time of entry into and out of the Vietnamese territory, they could only manage the entry and exit points, and lacked management for intermediate points. This time, the implementation of NSW was carried out synchronously in two respects. Firstly, it is synchronized for all procedures, all entries, movements, and ship exits are implemented by electronic procedures, no paper procedures. Secondly, it is synchronized for all port authorities. This helps to overcome the shortcomings at the pilot stage.
Recognizing the role of the General Department of Customs in the process of implementing the NSW in general, the Transport sector in particular, Mr. Tung said: With the implementation of 75 new administrative procedures in the field of transport under the NSW, from the beginning of this year, the General Department of Customs had coordinated quite well with the units under the Ministry of Transport. The meetings had been unified quickly, the implementation issues had been quite clear. At present, the number of administrative procedures of ministries and branches deployed under the NSW had come into reality gradually. The Customs Department had used data from other ministries and branches in the customs clearance, bringing many advantages for the enterprises.
