Strongly apply IT to import- export activities

General Department of Vietnam Customs is developing a scheme to re-design the whole IT system of the Customs sector with the goal of building a system based on the application of new technological achievements, appropriate with international standards, towards digital customs and meeting the requirements of intelligent management.

Following recommendations of the Permanent Board of Central Committee of Vietnam Fatherland Front, the General Department of Vietnam Customs said that one of the solutions actively implemented by the unit to improve management efficiency is to promote IT applications, expand online public service serving import-export businesses.

The General Department of Vietnam Customs is deploying the automatic clearance system VNACCS/VCIS and the core IT application systems of the General Department of Vietnam Customs which are frequently monitored and managed for stable operating and security 24/7. In particular, to avoid interruption in the operation of state management in customs field, ensure the functions of the system are used effectively and properly as per the design of the system.

The Customs sector has invested to equip a modern and synchronous IT infrastructure from central to local levels with 1300 servers, more than 10,500 workstations, equipment and devices to ensure working conditions of customs officials.

Furthermore, General Department of Vietnam Customs has invested, built and implemented the management and operation of the modern customs data center that conforms to international standards, operating 24/7, able to expand in order to meet the professional requirements and ensure high security and data security.

Also, the General Department of Customs has provided 171/181 online public services at level 3 and 4 (accounting for 94.4%), 162 customs administrative procedures have been provided via online public service level 4 (reaching nearly 90%) including core administrative procedures related to import and export of goods, trade and business activities.

It is expected that, in June 2019, the General Department of Vietnam Customs will provide 2 further online public services at level 3 and 4 bringing the total number of online public services up to 173/181 (reaching 96%).

In particular, the General Department of Vietnam Customs is currently developing a scheme to re-design the whole IT system of Customs sector with the goal of building a new IT system based on the application of new technological achievements, appropriate with international standards, towards digital customs and meeting the requirements of intelligent management; manage enterprises, import and export goods, transit; manage means of transport on exit, entry and transit comprehensively from beginning to end; capable of integrating, connecting, sharing information with ministries, sectors and businesses through the National Single Window and ready to exchange customs data with countries in both the local region and the world.

General Department of Vietnam Customs has signed a cooperation agreement with 39 commercial banks, including 13 banks that have piloted tax payment 24/7; deploy VNACCS system.

In addition, the issues proposed after monitoring relating to institutional improvement; developing customs-business partnerships; invest in equipping with modern machinery and equipment; apply risk management in customs management activities; coordinating to implement the National Single Window, ASEAN Single Window, specialized inspection have been actively implemented by the General Department of Vietnam Customs.
