What is your assessment of what has done and has not done in the implementation of the National Single Window (NSW) and ASEAN Single Window (ASW) for enterprises?

The NSW and ASW which has had the positive influence on enterprises minimize time and costs for the enterprises. In the past, the enterprises had to directly take the dossiers and the documents to hand in agencies, ministries, and branches for carrying out procedures; Moreover, the enterprises had to also photo the dossiers and documents into many copies to send other agencies and ministries for certification. Now, the enterprises just implement the procedure once via the e-information gate, which has made more favorable for import-export activities, production, and business. Therefore, VCCI has recorded many positive feedbacks of the enterprises about this mechanism.

However, the reports on the process of the implementation of the NSW and ASW often talked about how many ministries and sectors are involved in the implementation; How many documents and procedures put into practice; how many procedures are licensed; The amount of time, the cost of reduction is still very general ... While the most need of the enterprise is the specific comparison data, the actual time, costs, the number of business procedures to be implemented between the traditional mechanism and the one door mechanism, it is not available. This makes businesses confuse and doubts about this mechanism.

In addition, according to the feedback and reflection of the enterprises through the seminars and policy dialogue, VCCI received many opinions that the enterprises are still worried about the form of electronic enumeration and sending the file and vouchers on the e-information system of the one-door gate. Accordingly, the enterprises have to wait while they do not know how to resolve; where the dossier, the documents, and the vouchers are and by what agency is the dossier, the documents and the vouchers received? While receiving no response of the system. Therefore, many enterprises expressed that the enumeration in the single window portal seems to make them more worried than when they come to make a regular dossier because they know where the dossiers are, even if they have problems, the businesses will be also exchanged directly to handle timely.

According to you, what is the cause of the above restrictions?

The operation of the NSW and ASW play a huge role in information technology, but the information technology is only a means and the final stage of processing is how important people operate the vehicle. The dossiers are transferred to the system very quickly, but the dossiers are processed quickly or not, it is the responsibility of the reception and handling ... Because the principle of NSW e-information gate is the place to receive and return documents. Also if any files related to ministries and branches, they will be transferred to ministries and industries to handle.

Especially, according to the Survey of Enterprises of the Legal Department (VCCI) on the NSWr mechanism, the information linkages between ministries and branches are still unclear. This often leads to a situation of no synchrony in each place; it is very hard for the enterprises to meet. So ministries and branches all confirm to have joined the one-door mechanism, but how are the degree of connection and reduction of procedures? It must be clarified, basing on the actual assessment of enterprises. It must evaluate each agency, Ministries, and departments, not be able to mix all together in a general way, it is difficult to determine the key to change.

What is your suggestion to further facilitate enterprises when implementing the NSW and ASW?

The procedures for issuance of certificates of origin (C/O), VCCI and the General Department of Customs have had a close connection between the ministries and branches under the general guidance of the direction of the NSW and ASW. As a result, C/O issuance procedures are not major obstacles. They have been technically connected according to the order of transmission, data security, and information security.

In addition, VCCI continues to be the focal office gathering ideas of enterprises to make recommendations to the Managing Committee. Therefore, basing on VCCI's investigative reports, the ministries and sectors need to absorb the opinion of the business community and to issue with drastic action to act. If the ministries implement the cursory model, it will be difficult to support the business effectively.

As noted by VCCI, most of the ministries and administrative procedures are selected to participate in the single window mechanism that few businesses are involved, so the survey results of more than 1,000 enterprises of VCCI, of which only 35% of Businesses have implemented administrative procedures on the single window portal. Therefore, on the one hand, VCCI and other agencies, ministries and sectors must continue to improve the propaganda and training activities on the single window mechanism; On the other hand, it is necessary to carry out the common administrative procedures for many enterprises. Obviously, the extensive propaganda activities cannot be strong and practical by allowing enterprises to directly participate so that the enterprises experience and see the benefits that the single window e-information gate provides.
